Program Practice Frameworks for Program Management

Services Australia’s Program Practice Frameworks can be used as standalone resources, or as suite of connected products to support staff when managing programs and projects, engaging with stakeholders and conducting analysis. The Frameworks feature focus areas which include a set of guidelines, applied tools, resources and links to other relevant and appropriate materials.

The three Practice Enhancement Frameworks are:
- The Program and Project Management Framework - designed as a guide and a point of reference for evidence-based approaches to assist staff in program and project management practices. It contains a range of guidelines, tools, reflection activities and resources to support continuous best practice.
- The Customer Focus and Stakeholder Engagement Framework - designed to guide and support staff in embedding a continuous customer focus. It also aims to provide evidence-based approaches to strengthen how we engage to influence across all our collaborative opportunities.
- The Program Data, Analysis and Intelligence Framework - designed to provide evidence-based approaches to support the data, analytical and business (program) intelligence practices undertaken for end-to-end program managers.
The Program Practice Frameworks are:
- Principle-based and provide practical tools, approaches and materials including resources that can be applied flexibly within end-to-end program and project contexts.
- Focused on customer outcomes and incorporate customer experience principles to embed within program design and implementation thinking.
- Intentionally designed to be applied at various levels of depth. They incorporate practical guidance to support leveraging key relationships and positively influencing policy outcomes for customers and government as a whole.
- Encouraging of emotionally intelligent and well-informed engagement. They are aimed at upskilling in understanding the potential biases within program-related thinking whilst also supporting to influence with authority and confidence.
- Used to synthesise data. This enables understanding, profiling and managing the risk and performance of programs, and to shape narratives and help compel partner stakeholders towards greater collaboration and service outcomes.
- Premised on evidence of what works in similar domains, in order to build on existing practices and knowledge, and supplement mandatory Corporate Project or Program Management systems.
