Why it Matters

Developing APS capability in foresight, scenario and futures analysis was identified as a high priority capability need in the Round 1 of the Australian Government’s Capability Reinvestment Fund, resulting in the publication of the Australian Government Futures Primer in July 2024.

What is Futures Thinking?
Futures thinking is a structured methodology for exploring possible future scenarios and their implications for today’s decisions. It encompasses strategic foresight techniques like horizon scanning, scenario planning and megatrend analysis to identify emerging challenges and opportunities. These tools support policymakers to:
- Operate effectively amid uncertainty,
- Anticipate risks and seize opportunities, and
- Design resilient policies that adapt to evolving circumstances.
A Game-changing Approach to Upskilling
To help APS leaders and policy practitioners master futures thinking, the APS Academy partnered with the University of New South Wales to co-design a valuable postgraduate microcredential, Beyond the Horizon: Strategic Foresight Tools for Future-Ready Organisations.
This microcredential is one of Australia’s first strategic foresight courses targeting futures in public policy and was created in collaboration with experienced academics and APS practitioners. Over 50 hours of engaging, virtual learning, participants will gain the tools to:
- Conduct comprehensive horizon scanning,
- Navigate the complexities of policy and strategic forecasting, and
