MasterCraft Series - APS Integrity Hypotheticals – Conflict of Interest
Join us as DISR and the APS Academy virtually host a 1 hour Conflict of Interest hypotheticals panel discussion for the benefit of the APS audience. All APS staff can register to attend this free virtual live lunchtime event where they will see an experienced facilitator challenge a panel of three SES from across the APS with hypothetical conflict of interest scenarios that could come up in any APS Agency. Whether you are a long term leader in the APS, or someone new to the APS, this event will offer some thought provoking insights that will be of benefit to all.
Note: ACT based DISR staff will be able to attend this event in person (details will be shared via your internal communications team).
Presenters
Sam Chard
Sam Chard, PSM, has over 13 years’ experience in a range of senior executive roles overseeing policy development, program implementation, operations and corporate services.
Sam is currently Head of Division, Business Grants Hub – a whole of Government grants design and delivery service within the Department of Industry, Science and Resources (DISR). In that role she oversees over $10 billion in grant funding to over 90,000 businesses, on behalf of 11 Commonwealth departments. Within DISR, Sam also established the department’s integrity capability, was awarded a Public Service Medal for her work to build Australia’s radioactive waste management capability and led a taskforce to secure Australia’s supply of COVID-19 PCR tests. Prior to her work with DISR, Sam held a range of senior executive roles in national security.
Sam is a Disability Champion, Senior Executive representative for the Territories Stolen Generation Redress Scheme, Gateway Reviewer for the Department of Finance, and regular speaker at the APS Academy.
Gary Rake
Gary Rake has been CEO of the Australian Building Codes Board since January 2022. He’s an economist and accountant, with experience across urban planning and development, asset management, corporate functions, criminal and civil investigations and consumer protection. He has held senior roles in the private sector and within the Commonwealth, ACT and NSW Governments.
Clare Sharp
Clare is the General Counsel for the Department of Home Affairs, leading the department’s Legal Group in advising on a broad range of migration, citizenship, customs and national security matters. The Group also delivers privacy, FOI and records functions for the Department. Clare joined the Department of Home Affairs in June 2023, from the Department of Employment and Workplace Relations.
Clare started her career at Ashurst, working primarily in commercial law on a series of complex government outsourcing projects and completing several secondments, including with the then Department of Human Services and Airservices Australia.
Clare then took on several senior roles in the Department of the Prime Minister and Cabinet and the Department of Employment and Workplace Relations, leading policy and program delivery in the Indigenous Australians and skills and training portfolios. This included roles in Indigenous economic and business development, establishing new agencies in the skills portfolio, Commonwealth-State financial arrangements for the VET sector, adult literacy and numeracy and apprenticeship policy and programs.
Facilitator
Rodney Lee Walsh, Independent Adviser to the APS
Drawing on 16 years’ SES experience in policy, program and corporate roles and 10 years with the Commonwealth and ACT Ombudsman, Rodney has advised on the internal practices, leadership actions and workplace culture of every type of public sector entity - policy, service delivery, regulatory, law enforcement and military. He has investigated, mediated or resolved more than 1000 cases.
Since retiring from the APS in 2021, Rodney has pioneered the delivery of the SES Integrity Masterclass for the APS Academy; served as independent Integrity Adviser to the Department of Education; and been engaged by the Department of Social Services' Legal Group to address key recommendations of the Robodebt Royal Commission on the role and function of government lawyers. As Facilitator of the Institute of Public Administration of Australia’s Future Leaders Program since 2021, Rodney has led dozens of executive learning events and interviewed a score of current and former secretaries on leadership, crisis management, and defining career moments.
