The Department of Finance is pleased to announce the release of the new Indigenous Procurement Policy (IPP) eLearning module which is part of the Commonwealth Procurement and Contract Management Training Suite.
The primary purpose of the IPP is to stimulate Indigenous entrepreneurship, business and economic development. It is driving Commonwealth procurement opportunities for Indigenous enterprises and promotes behavioural change within the APS.
This foundation level course provides APS procurement officials with an overview of the IPP, explains mandated requirements, and how to apply the IPP in procurement. It's designed for all APS officials involved in procurement, whether frequently or occasionally.
Offered by the Department of Finance in collaboration with the National Indigenous Australians Agency (NIAA), this training is designed to assist in navigating procurement complexities and achieving optimal outcomes for the Australian public.
To complete this course:
- Log into APSLearn, and search for Indigenous Procurement Policy.
- This course takes about 45 minutes to complete.

Upcoming IPP changes
The Australian Government has announced key changes to the IPP to strengthen the eligibility criteria and increase Commonwealth procurement targets, including:
- The target for Commonwealth procurement from First Nations businesses will increase to 3% in 2025-2026, with incremental increases of 0.25% each year to reach 4% by 2029-2030.
- From 1 July 2026, First Nations businesses must be at least 51% First Nations owned and controlled (or registered with the Office of the Registrar of Indigenous Corporations) to access the IPP.
