Across the APS, staff with policy development and Budget responsibilities have a new string to add to their capability bow. Gender analysis that provides the Government with transparent information about the gender impact of its decisions is now required across Budget and policy processes.
There is a window now, in advance of the 2024-25 Budget, for HR practitioners to consider their agency’s gender analysis capability needs.
The Government committed to putting gender equality at the centre of Budget decision making and embedding gender responsive budgeting in policy making. From the 2023-24 Mid-Year Economic and Fiscal Outlook (MYEFO) process, departments are required undertake gender analysis for all New Policy Proposals (NPPs) and Cabinet Submissions.
Gender analysis is a key tool of gender responsive budgeting, and it provides information to decision makers about whether the policy proposal has a gendered impact or not, and what that impact is. Specified criteria have been set to determine whether NPPs are subject to a Gender Impact Assessment and a more detailed analysis.
PM&C has published Including Gender: an APS Guide to Gender Analysis and Gender Impact Assessment, a new Gender Impact Assessment Template and a Quick Reference Guide to Gender Analysis.
