The APS Learning Quality Framework is a principle-based model for building quality, efficiency, and consistency in learning and development practice. The model features 4 simple principles including actions and outcomes to achieve high quality learning.
By applying the principles in 4 simple steps, you can deliver learning experiences that extend learning and development practice beyond formal training.
Step 1 – Be purposeful
Conduct analysis of the learning opportunity to ensure there is a need and that need is aligned to the business. Be purposeful in planning to measure the impact of the learning experience.
Step 2 – Be user-centric
Design the learning experience so it can be accessed when it is needed through the flow of work and/or through people. Be inclusive to ensure everybody, regardless of abilities, location, role, language, and background can access the learning.
Step 3 – Be adaptable
Create efficiencies by leveraging existing learning in the APS and your agency and ensure the investment in the learning development and maintenance is appropriate to the outcome. Be adaptable and consider if the learning experience can scale up or down for a wider APS audience as part of the One APS learning ecosystem.
Step 4 – Be impactful
Extend your learning and development beyond formal training to embrace learning in the flow of work, through people and resources. Be innovative and enable reflection and application. Engage people managers and plan to measure the effectiveness and impact of the learning experience.
