MasterCraft Series - Program Management as a critical APS capability
Join Eric Harper and Belinda Bounty as they take us through the Practice Enhancement Frameworks and understanding what unconscious bias is, how it tends to operate and how we as public policy professionals can minimise its impacts in the way we think and behave. Understanding it is a vital first step to building our capacity to combat it. Given we operate within an intricate and rich tapestry of connected public policy and delivery systems, it is important to understand and contextualise how these biases can affect our value chains – including outcomes for vulnerable individuals and communities, beyond just our own work focus.

Eric Harper
Eric is presently the National Manager for Health Design and Complex Payments at Services Australia (Program Design Group). Eric leads a range of diverse end-to-end programs and transformational projects geared towards improving outcomes for citizens and enhancing the capacity of health systems. Having worked in diverse public service portfolios across jurisdictions for over 25 years, he has a long standing passion for understanding how we can reduce the impact of unconscious bias in our public policy work. Eric is also committed to supporting the uplift of program management thinking and practice within the APS.
Eric holds formal qualifications in behavioural science (B. Science/B. Psychology with Honours, Master Applied Psychology (Neuroscience)), management (B. Management- Project Management) and a Master in Public Administration (ANZSOG).
Belinda Bounty
Belinda is the Director of Engagement and Health Professional Education in Program Design Group, Services Australia.
Over her 14 years with the Agency, Belinda has focused on strategy development and implementation, including the Future of Work remit, workforce strategy, and capability and cultural uplift. As a leader, she finds joy in supporting individuals and teams to thrive, celebrates diversity in all forms, and models psychosocial safe behaviours.
